Constitution of Kenya Article 33 reads, “(1) Every person has the right to freedom of expression, which includes— (a) freedom to seek, receive or impart information or ideas; (b) freedom of artistic creativity; and (c) academic freedom and freedom of scientific research.”  The Diaspora University academic system is inviting Scholars and PhD holders to become founders of about 40 departments that will advance these rights and other constitutional rights.

The scholar founding a department is expected to write a department founding document that includes: the department goals, objectives, vision and mission; the degree programs to be offered by the department, the courses to be offered in the degree program, the faculty and staff; the building, lecture rooms, laboratories, office, other space and equipment to be applied; and any other information.

The department document will further be aligned to the Master Development Plan (MDP). The MDP incorporated the vision of the WPI founding professors​(the late Prof. Raphael Njoroge and Prof. Arthur Gerstenfeld), which was adopted from WPI's theory, practice and project-based learning approach. The MDP further incorporated the GDP growth approach.

When inviting the scholars, Dan informs them that the assets/endowment achieved through Diaspora University Trust as of 2025 was valued at Ksh 3.8 billion. He adds that the MDP will grow the assets/endowment to reach Ksh 20 billion with Ksh 6 billion applied to property and equipment and Ksh 14 billion applied to funding students.

The current goal is to have 440 documents written by the founding scholars. Forty ​(40) will be department founding documents and 400 will be the course documents.  The department documents will become the reference point for department building design and construction, equipment purchase and student enrollment.

To become a founder of a Diaspora University department one must join the Diaspora University Town (DUT) project as a townhouse developer. Dan explains that the townhouse development plan aligns with the Constitution of Kenya rights requirements in Articles 43 and 42. Article 43 (1) states every person has the right— (b) to accessible and adequate housing, and to reasonable standards of sanitation; (d) to clean and safe water in adequate quantities. Article 42. Every person has the right  to a clean and healthy environment.

So far scholars and PhD holders have been invited from all parts of the world. Dan, Frank Mutura and the DUT team have visited Taita Taveta University (TTU), University of Nairobi (UON), Kenyatta University (KU), Jomo Kenyatta University of Agriculture and Technology (JKUAT) and other institutions.   

Dr. John Githinji, ​a Diaspora returnee to Kenya who was part of Daystar University, is writing the department of entrepreneurship and innovation​ document and ​courses for the department​. He says this approach is clear and ​more scholars will join in and submit the documents. He adds that the entrepreneurship and innovation department​ will work closely with ​ DUT MSMEs and Ndara B MSMEs. Dr. Githinji is working on establishing a honey manufacturing MSME on one of the DUT ​MSME plots and beehives ​MSMEs with the Ndara B Community members​ as part of his effort to advance job creation and Kenya's GDP growth through DUT.

For every Kenyan family to achieve good housing over 20 million ​formal jobs need to be created and 7 million housing units developed in the next 10 years (by 2035), as Kenya's population grows to 65 million. The DUT system and its developers will create ​as many jobs​ as possible and ​develop as many houses as possible. For example a developer who sells a DUT townhouse unit and achieves Ksh 1.3 million will have the opportunity to build more​ housing units and grow their wealth using the DUT job creation and housing development system.
