The Kenya Mortgage Refinance Company (KMRC) financial statement as of 30th June 30, 2026, shows Ksh 16 billion available for residential housing mortgages. The Diaspora University Town (DUT) ​by Ndara B Community, Diaspora Kenyans and partners has a plan for 3,500 townhouse developments. DUT and Ndara B Community’s members goal is to bring Ksh 25 billion to Taita Taveta from KMRC through the development of the 3,500 DUT​townhouses.

Benjamin Mwandaa the former Chairman of Ndara B Community (2006 – 2024) and the current Vice Chairman of Diaspora University Trust is working hard to tap this money. The retired police officer sees the money not just as funding for the 3,500 houses, but as funding to create jobs and put money into community members' pockets so they can feed themselves and their families. He also sees the financing as being part of establishing a university​ ​and a hospital a​s a well-planned town with good residential houses​ is achieved.

Lucy Mulumba, a member of Ndara B Community, is working on the clean water supply plan. During the construction of the 3,500 townhouses her estimate is that each house will demand about Ksh 60,000 for water. ​The water MSME she is establishing is eyeing a revenue of about Ksh 200 million from the Ksh 25 billion budget.

Her business plan also incorporates supply of water of about 1.5 million liters​a day,  ​500 million liters a year, to the 3,500 townhouses as people taking up jobs settle in the town. She says that the Ksh 25 billion will enable the community to achieve their right to clean water and housing. She is happy with the progress the community has made to achieve their rights.

​About 3,000 community members ​have created plans for establishing 15 MSMEs ​to supply building materials. The community target is to achieve Ksh 8 billion in revenue from the Ksh 25 billion​ as the 3,500 townhouses are built. The revenue will be achieved as the community manufactures and supplies concrete products, wood products, metal products and natural materials used in the construction of the houses. ​​

Speaking about the DUT and Ndara B Community plans, DUT Project Director Dan Kamau says the first townhouse units can be completed in 2027, with all 3,500 townhouses completed by December 2030. This means that Ksh 25 billion from KMRC would gradually be brought to Taita Taveta County ​by December 2030. Dan says the DUT - Master Development Plan is ready to tap this available money and apply it to achieve the rights to food, housing, clean water, healthcare, environment and others as recorded in the Constitution of Kenya, Chapter 4, Bill of Rights.

For every Kenyan family to achieve good housing over 20 million ​formal jobs need to be created and 7 million housing units developed in the next 10 years (by 2035), as Kenya's population grows to 65 million. The DUT system and its developers will create ​as many jobs​ as possible and ​develop as many houses as possible. For example a developer who sells a DUT townhouse unit and achieves Ksh 1.3 million will have the opportunity to build more​ housing units and grow their wealth using the DUT job creation and housing development system.
